- Fudge stripe cookies (for the brim)
- Hershey’s Kisses or chocolate drops (for the point)
- Colored decorative gel icing (for gluing and accents)
Instructions
- Preheat: Heat oven to 350°F (175°C). Line a 12-cup muffin tin with Halloween liners.
- Mix dry ingredients: Whisk together flour, baking powder, and salt.
- Make batter: Cream butter and sugar until fluffy. Add eggs and vanilla, then alternate dry ingredients with milk until combined.
- Bake: Fill liners 2/3 full and bake 18–22 minutes, until a toothpick comes out clean. Cool completely.
- Prepare frosting: Beat butter, then gradually add powdered sugar, milk, and vanilla. Add food coloring and whip until fluffy.
- Assemble hats: Place a chocolate Kiss on top of an upside-down fudge stripe cookie with gel icing. Let set.
- Frost and decorate: Frost cooled cupcakes, then top each with a witch hat. Add sprinkles or candy eyes if desired.
